Built for the P-ISR ("Persistent Intelligence, Surveillance, and Reconnaisance") project. Initially it was a competition between Northrop Grumman, Lockheed Martin and Boeing. Eventually Northrop received the contract to build a still-classified UAV dubbed "RQ-180" in popular literature.
